Dan,

Depending on your brake controller, the green light is SUPPOSED to be on to
indicate that your brake circuit is connected to the trailer's brakes. If it
is adjusted properly the green light will turn to red when you brake. No
lights will light up when unplugged from the trailer.

Other brake control units will just give a red light whenever you brake,
with or without the trailer connected.
