The brake lights on the tow vehicle operate the brake lights on the
trailer. The Brake Controller on the tow vehicle operates the brakes
themselves.

Note that the electric trailer brakes are not an On or Off affair, the
current level to the brake magnets varies with the amount of braking
force required. There are several kinds of controllers out there, all of
them with advantages/disadvantages, so you pays yer money and you takes
yer choice.
