Here is my 2 cents worth on the ones that go inside the tire loose.
I have no experience but this is what I feel from just casual observation.
The tire flexes at the road contact so anything placed inside the tire loose
will slam into the road causing it to bounce or shift out of the optimal
position every time they hit the ground preventing proper active wheel
balancing.  Best performance is a product that will contain the balancing
medium inside a tube or container mounted inside or outside the wheel/rim
like Centramatics.
Other manufacturers make active wheel balancers which is similar to what
Centramatics makes.

I have no idea who is best but here is a another manufacturers of active
wheel ballancers.
