You have power indicating on a meter, Dan?  This is a *dead short* and not 
an *open* condition?

No lights suggests no power unless you are getting power delivered via the 
aluminum skin showing on a meter to me.

How have you attempted to hook up the lights, via the trailer pig-tail?

What did you do when you came to the conclusion that no lights were 
available?

I ask so many questions, sorry.
