Jim,

There are in line ground fault interrupters available at most electrical supply
houses that will protect the whole trailer.  Look like a short extension cord
w/ GFCI in the middle.  You are absolutely correct about the bare and white
wires not being bonded together in the trailer, that is the way they are
supposed to be installed.  The bares should be bonded to the trailer
shell/chassis.
