Chris,
 I took apart and fixed our inoperative Hydroflame heater:

The bottom does drop out the bottom of the burner can, it's just a tight
friction fit.  Once removed, I cleaned out a ton of garbage, and then
sandplasted the burner and blew out the orifice and tubing.  
Reassembled, it has worked just fine after adjusting the pilot light for
the right size flame.
