 I think you're correct in how the EZ-Lift sway control is supposed to
be adjusted, but I do mine differently:

I set the bottom (hex) bolt so it looked 'right'. Tightening the top
bolt with the handle 2 full turns seems about right to me for working
tension. There's not a lot of torque required for 2 turns, so it isn't
especially tight. (it's a fine-thread bolt)
