Why would you want to expend all of that design energy, and fabrication
energy, and money, to build a water heater, that might not even work,
let alone be up to code???   I see no beauty in those old Bowman covers.
Go with a new water heater, and a new stainless steel cover, then you
will have something that works, and it will be safe.  Save all your
energy for polishing, and rebuilding the interior.

Now, if this is going to be a museum piece, and never used, you won't
need a water heater, at all.  Some people get rabid with originality,
and it doesn't make sense.  The late 40's and 50's models were really
unsafe, and need to be brought up to code in many respects.  Electrical,
LP gas,  water, and tanks, brakes, wheels, vents, and structure.  If you
are going to use the trailer on today's highways, you need to upgrade
many items for safety, and ease of use.  Originality is not that
important.  Most of the winning coaches in the Vintage Airstream Club,
have been modified in one way or another to be safe and practical for
use today with modern convenience.
