Pete, when I have had black-water tanks out of 1961 models they were just
fiberglass units.  If so, you could clean the crack area and put a layer of
resin and glass over the cracks.  One trailer I bought had a new flange
glassed onto the bottom of the original black-water tank that worked fine.
The previous owner had sawed out the old style flange, he said, and put in a
new one.
