 There's a number of methods of breaking loose 'stuck' nuts:

Spray 'em with your favorite penetrant, WD-40, Kroil, Corrosion-X, or
whatever. Let 'em soak for a few days.

Hammer on 'em with your impact wrench. Try setting it to "tighten" and
hammer for a bit, then back to "loosen".

Try HEAT. Use an oxy-acetylene torch and get the nuts hot, then apply
the impact wrench. Forget a propane torch, if that works, they didn't
need heat in the first place.

Vibrate the hell out of those nuts. The impact wrench is good, an air
hammer is better if you can hit 'em fairly square.

I'd suggest a nut splitter, but you probably can't get one on the nuts
because of the wheel.

Get a breaker bar and piece of pipe and get right up on 'em. You're
unlikely to wring 'em off, and they can be replaced if you do.

Steel will sieze to aluminum worse than rusting to steel. In the future,
be sure to coat the studs with grease or anti-sieze lube before
installing the nuts. Don't neglect to coat the tapered seats in the
wheel or on the nuts, that's at least as important as the threads
themselves.
