Eddie, I am not familiar with offset flanges. A couple of years ago, I had Inca Plastics, (909-923-3235) in Ontario, CA., replace the air vent fitting in the top of my tank by 'welding' in a new square of plastic with the new fitting. Maybe you can have a new flange fitting repositioned on your tank to accommodate the offset.
