Hi Alan:

The other valve should (and I do say "should") be one that, when opened,
bypasses the pump and allows the filling of the water tank from the trailer
water system (hence city water).

If you don't have a manual and want a copy of the water diagram for the
Caravel, let me know and I can scan and e-mail you a copy of mine.
