In the 1970 model the two valves are one for the hot and one for the 
cold.
They are used along with the two valves in the trunk to drain the hot 
and cold lines from the back also.
A fifth valve is hidden under the floor just below the two kitchen 
valves that will drain the fresh water holding tank.
All the valves will still not get all the water out to prevent freezing.
You must also open the water heater drain valve while letting air into 
your hot water lines and hot water tank via your bathroom sink faucet.
Adding a hot water bypass valve kit to the heater should be added as 
well as a two way valve to the water pumps suction line.   Using this 
to add about tow gallons of Pink Antifreeze.   Enough so pink colored 
liquid comes out of every faucet and the toilet.
