Amateur Radio license holders are not permitted to broadcast to a public 
audience on the amateur radio frequencies.  Communications must be point to 
point. In order to broadcast, a commercial operators/station license is 
required.  Plus a large investment in equipment, a frequency allocation, 
etc.  It's not easy.
