Let's just agree that a tow vehicle as to be up to the *entire* job of 
towing, stopping, etc.  The fact remains that a tow vehicle needs to be "in 
charge of" the trailer at all times.  If you can tow and stop a trailer it's 
also important to be able to take and put that trailer where YOU want it to 
go and not vice versa.  That was the gist of my original post - I think what 
I said has been taken out of context of it's meaning.
