Normally a brake controller unit is mounted inside the tow vehicle. It
senses the braking action of the tow vehicle and applies the trailer's
brakes. This is unless your trailer happens to have surge brakes, then a
unit is not needed.

Most travel trailers have electrically activated brakes. The brakes have to
get a signal that tells them when, and how hard to apply. A brake controller
unit does just that. There are several brands available. My only suggestion
is to NOT have the cheepest available, in which the brakes are applied
harder and harder as a function of time. All other units sense how hard or
soft the trailer brakes need to be applied, and that is what you want.
