Why not just clip the bare wire (12-3 Romex copper wire ground) back to the 
insulation on each end every time you put in a new circuit?

Romex cable has a White wire, a Black wire and a Bare Copper wire. 
Expense-wise it would be less expensive than buying individual wiring if you 
can't find the 12-2 Romex you are looking for.

Why the worry over an  unused bare copper wire?
