The entire step assembly on my '56 Bubble was completely rusted out.  I had 
a welding shop build a new one -- outriggers and all.  The outriggers are 
(and were originally) welded to the frame.  It wasn't cheap but the shop 
did a fantastic job.  Of course the floor, belly pan, and plumbing had to 
be cut away from the area to do this.
