Chyde : The spare tire cover I have on my 1963 Safari fits over the tire in 
such a way that it allows a small lock to be placed  on one of the two 
fastening catches.The tire sit itself into a "J " type of thing that is 
pop-riveted into place .This "J' type thing also it threaded with bolt the 
passes thru into the center of the tire and out the front cover ,held in 
place with awing nut.On the "J" thing  just think of a "J" with arms in the 
upper most area of the "J".All of this contraption fits in the front of my 
trailer behind the two propane bottles. Tom B.
