The two links below show how the spare tire cover (and tire) on my 
Globetrotter is locked.
The rod that the cover is bolted to has a hole drilled through the end 
so a small lock can be
used to block removal of the nut.

The cover came with the trailer so I don't know where to purchase on or 
if it still available.
I think it is vintage dealer option as I've seen similar covers on other 
vintage Airstreams, both
on the front behind the propane tanks and on the rear.
