[VAC] Protruding outriggers?

I've looked at 3 trailers for sale recently, that all had cuts in the
skin segments
in front of, or behind the wheels. These cuts were all straight up and
down, about
4 inches long and 1/8" to 1/4" wide. The trailers were '65 to 67
Safari's and
Tradewinds. One RV mechanic told me it was the outrigger part of the
frame
wearing through the skin. Does this condition indicate a serious frame
problem?
Is there a fix for it other than putting a patch over it? Does it hurt
the value of
the trailer? Thankyou
