Phil,
Check the frequency of the genset, it must be almost exactly 60cps when it's
under load. The golf cart charger is probably a ferro-resonant design (mine
is), and those things are highly freqency-dependant.

Easiest and cheapest way to check it is to plug in an old-fashioned electric
clock and check it against your watch over a couple-minute time. Adjust the
governor on the engine to get the speed "spot-on".
