A lot of stuff is ferro resonant these days which means frequency
concious.... particularly where power supplies etc are concerned... usually
the symptom is as you describe it ... power supply does not run.... if the
generator is very far off in speed requlation, the output could be off far
enough to give the described result ....

You need to look deeper to make sure, but a freq check on the AC would rule
out this kind of problem....
