Hi Chris:

I only know that I have used the #28 drill with 1/8" rivets for the last 
30 years or so with great results.  The original #28 was supplied with 
some plastic fender cutouts that I bought for my '73 Jeep, to drill the 
holes in the fender openings.  I suppose that a #30 would work as well, 
the point being that either is in excess of 0.1250 (1/8" drill).

As to the other one, the Olympic data specifies #20.  Please note that a 
#21 drill (0.1590)is less than the diameter (max) of an Olympic #6607-5-5 
(0.1610).

I only offered this because of my experience with these things.  Please 
take it for what it is worth, and the spirit in which it was offered.
