Tom,
I wouldn't get too carried away with large pipe wrenches, etc. You can
either break or deform the cap or filler neck, or wring the latter
completely off the trailer. I'd personally use a very small hammer and
tap the cap a bunch of times. And, I'd use WD-40 or other penetrating
oil.
