[VAC] Another tire question

I have a 1966 22' Safari.  Currently running H78-15 bias tires..which I 
believe are the same as 225-75R15...correct?  Mine are load range D, which 
comes out to about 5080 lbs on my single axle.  I'd like to go to load range 
E, but all the listings I can find for this are for 16" wheels.  I'd be 
willing to buy new 16" wheels if these will work... I have 6 bolt patterns 
wheels.  Will I be able to find 16" wheels that will then take range E tires 
for this application?  The loaded trailer is probably close to the max D 
rating, so I'd like more margin of error.  Anybody know what brand wheels 
would work for this?
