Hi Ken,

The best way to approach this is to remove the fill pipe in its entirety.
You need to be able to soak the pipe and the cap in penetrating fluid to
allow the fluid to do the work instead of the wrench. Let it soak for a day
then give it another try and let us know how you make out.
