I believe in the 50's and early 60's assembly plants did not necessarily
follow rigorous standards.  I have seen differences in trailers 
depending on where they were manufactured, some with height lights while
others of the same year are without.  So, the OH plant may 
not have used a framed window while the plant in CA may elected to go with a
frame.  I too have a '68 Safari and the same style framed 
windows that Nick describes.
