Janis,
 I've heard prices of "loaded backing plates" for electric brakes being
sold in the $100.00 range. As long as your axle has a standard bolt
pattern, those should bolt right up. You'll need new brake drums, with
the electric brake "armature"; I paid $100.00 for one last year when I
needed it Right Now. I'm sure they're available for less if you do some
shopping. So, that figures out to maybe $200.00/wheel. Labor to install
this stuff should be nearly nothing, especially if you're having the
bearings repacked anyway. Add the breakaway switch and you're ready to
roll.

Of course, if you have tandem axles, that $700.00 price sounds pretty
reasonable.
