Gerald,
 One point that many people don't realize is that propane tank valves
are "double seat" and should always be opened FULLY, never part-way. The
packing gland is meant to seal the valve stem only during the transition
period between shut and open or open and shut. Even a packing that leaks
slightly is of little consequence because of this fact.

FWIW: Oxygen tanks on a torch set are the same way, you always want to
open them fully when they're in use.
