If you can only find one side sanded plywood, why not start with plywood
of half thickness and glue up the thickness you want with both faces
high quality? Try a hobby shop for the really thin sheets, such as 1/8"
Or sand the back side and get veneer and glue it to the back side...

Clamp between a couple thick flat planks or by weights on top of a plank
on top and the flat bench underneath (or flat floor).
