Everything Ken said. The valve is serviceable and replacement is hard and 
can turn into a nest of more work. Send your number or call me 713-694-8084. 
In lieu of that you suspect correctly. Lube, lightly tap, lube some more, 
gently wiggle with pliers while lubing. Put paper towels under valve to 
catch the lube. Do all this with gas off at bottle.
