You're probably thinking of a Greenlee hole punch. But as Pete said, you need 
access to both sides of the piece you're making the hole in, and one side of 
the punch is quite a bit bigger than the hole to be made, so you'd need room 
for that. They're easy to use in aluminum and come in a variety of sizes and 
shapes.

They do make a really nice hole though.
