Ann,

Clear coat removed by an acid wash will likely create leaks but only
because the acid creeps into the seams and under rivet heads and
wreaks havoc there. The methods discussed on the VAList to remove
clear coat will not create leaks, and though a new application of
clear coat might assist in stopping leaks and old coat likely does
little to stop leaks.
