The starter relay takes three connections. One to power, one to the
motor run winding, and one to the start circuit that usually has a
capacitor and the capacitor has only two terminals.

If the compressor is humming loudly but not running when power is
applied, its the start circuit (relay or capacitor or a loose wire). If
the compressor isn't humming at all, it might be a thermal limit switch
or the thermostat.

Some one familiar with that vintage air conditioner should find the
problem rapidly.
