A good refrigeration repair shop should be able to do just that. Will
need to extract the Freon refrigerant (its illegal to vent it to the
atmosphere these days and its getting expensive to replace it), then cut
the pipes, silver solder or braze in the new coil, then pump out all the
air and put the Freon back.

Harbor Freight as well as Owatana Tool sells a plastic comb for
straightening fins on coils and radiators. Harbor Freight's is far
cheaper than OT, but might not last as many projects. I keep intending
to apply one to the radiator on my truck, but I've not taken the time
yet. You can do a lot of fin straightening for the price of the work
replacing the coil that wasn't designed to be replaced.
