Tom,
That Volvo that got 35 mpg  had a 2.4 litre 5 cyl gas engine.  The're 
normally aspired 2.4 gets and estimated  18 mpg city,  29 mpg highway.  The turbo 
model is the Volvo 850 T  of the 1990's.  Normally aspired it is 168 hp  and with 
turbo it is 220 hp.
I was thinking of getting one but that model is front wheel drive.  The 960 
is rear wheel drive with a conventional inline 6 cyl.
