what do  you mean by "faucet"?  are you referring to a simple "water valve" 
and not a "sink faucet" ? ? ?

if what you mean is that "when you turn the water valve (faucet in your 
terms?) on the toilet fills with water - you have a STUCK water valve in the 
toilet foot pedal linkage; these are usually a cartridge type thing, I 
think.  see what happens when you (water OFF here) depress the foot pedal, 
watch what moves.  Your problem is "at the end of" that pedal action which 
is supposed to let the water 'in' to fill the bowl
