I'll take a stab at the valve issue. First of all, as nasty as it sounds,
try to determine if there is something (toilet paper) stuck in the slide
action. That would keep it from closing all the way. Cleaning out the valve,
short of disassembly, depends on how accessible it is and how inventive you
are. It may simply need a good spray of silicone lubricant, so start with
that.
