Interpreting Bylaws in a restrictive manner or in a manner that is negative
and reactionary is what gets us into trouble, and it is positively what
drives people away from the WBCCI. Instead, the "rules" should, and will, be
interpreted in the light most beneficial to the membership, and in a way
that is not at odds with the objective of the Club. Read Article III of the
Club Constitution, where it begins with, "The objective of the International
Club shall be to furnish encouragement and assistance in the development of
Regions, Units and Intra-clubs; to afford opportunities for outdoor
fraternization of recreational vehicle owners."

None of the By-Laws should ever be interpreted in a manner that contravenes
the stated objective of the Constitution. This isn't me saying this, it is
what Article XV of the Club Constitution says: "Bylaws and Policies not
inconsistent with this Constitution... may be adopted." In that light the
official policy, as stated in the Blue Book, specifies that Unit Rallies
should be "planned and conducted by a Unit for the benefit and enjoyment of
Unit members."

Therefor, it is reasonable and appropriate to interpret the By Laws
liberally, so that "Official" relates to an office or official duties, and
"Function" relates to an official ceremony or a formal social occasion (see
the dictionary for definitions) So, the By Law that states only approved
flags "shall be flown or displayed at official events and functions" only
applies to situations such as Opening Ceremonies of the International rally,
or at a Regional rally, or flags on the stage with dignitaries of the Club,
etc. This By Law then, if read in the light most favorable to the "benefit
and enjoyment" of the membership DOES NOT apply to what you attach to your
own personal trailer. Flying the US flag has the standing of law, in that it
is codified, but past that there is no reason why our members can not fly a
decorative flag or pennant, or MIA flag from their own rig. To interpret the
By Laws in the opposite way, negatively, with extreme conservatism, is
detrimental to the organization, and contrary to the stated objective of the
Club Constitution.
