Have you checked the exhaust flue?
Sounds like it could have some blockage.
If it does it will run then shut off.
May want to clean that out then put a dirtdobber screen over it to keep flying
insects out.
As for the water heater, it should light with no water in it.
Wouldn't run it long though since you risk burning up the tank.
Also without water the tank will not dissipate heat the same way so the thermo
coupler may not allow it to kick on/off as it's supposed to.
