In your earlier post you mentioned that the voltage dropped to almost zero
at the jack when you attempted to run the jack.  Only an almost dead battery
or a bad connection somewhere can produce that effect. Another thought, when
you measured the voltage, where did you make contact for the negative
connection to the voltmeter.  If you used the jack post or housing itself,
you might have a poor ground connection where the jack housing or post
connects to the frame.  This occurred on mine once and I discovered some
oxidation between the jack housing and the jackpost.  Cleaned it well, and
that solved the problem.  The fact the you indicated that the voltage drops
to near zero can only be caused by a weak battery or a bad connection at
either in the positive wire or the ground connections, which use the jack
case and jack post to connect to the trailer frame which is connected to the
negative post on the battery.
