[VAL] tire protectors?

Hi-
Our 1979 31' has aluminum tracks riveted to the skins horizontally just 
above the wheel wells. They look like the kind I have seen on pop up 
campers that accept canvas with a rope sewn in to them. Are these for 
tire protectors/shades? If not, what are they for? If so, any ideas on 
where I might be able to get new ones?
