The Washington D. C. Unit was started (I believe by Tom Howarth) as a
Vintage unit.  To give those Vintage owners an option rather than to have to
join their local non-vintage oriented WBCCI Unit.

It's always been primarily a Vintage unit, with few or no local members, as
a convenience for Vintage owners.
