[VACList] VAC site / VAC Newsletter

I read in yesterdays digest about a VAC site (web site I presume).
Is it open to all or just VAC members?
Where is it?  (URL)

And the newsletter is it just that a newsletter format or is it a magazine 
format? Color pictures?  How many pages usually? Some ads?/no adds?/ or 
mostly adds?

If I subscribe without being a WBCCI guy and then join WBCCI & VAC a few 
months later, do I get 2 of the VAC newsletters or does someone figure it all 
out?
