Jim,

You do not, I repeat, do not want to tow a trailer in icy conditions. To do
so invites disaster. If you find yourself in this position find the nearest
safe place to pull over until the road is clear of ice.

You do need to have a brake controller to be safe and legal. Controllers
allow adjustment. During inclimate weather they can be tuned down so that
the braking action will be minimal.

While some controllers are better than others I would say that nearly all of
them will do a relatively good job. You will find that either of these two
controllers will work fine.
