There are exceptions to everything. We "have" plated a number of roofs that 
had holes cut into them because of the wing fluttering. That may not be in 
your case, but a number of other's would disagree with you. 
Engineering data from Airstream says the air does in fact flow over the 
entire roof when towing, as opposed to a flat fronted trailer. In that case 
the air flow rises above the front area of the roof.
Therefore if the wings are close enough to the roof, and when they flutter as 
they will when towing, then holes will be cut into the roof panel.
Airstream many years ago supplied each selling dealer with a mockup that 
demonstrated that fact.
Ask any old time dealer, for your proof.
