Dick. The high pressure pop off valve is installed after the city water 
hookup, and after the pressure regulator. It's purpose is to limit an 
excessive pressure, should the regulator fail.
On some models, the pop off valve was installed before the regulator. For 
those installations, a separate regulator should be attached to the water 
faucet that you hook your hose to.
