I'm not sure what you are saying is missing. The "weight distributing hitch" is actually welded/bolted to your tow vehicle and probably did not come with your trailer. The sway control would have been bolted to the tongue of the trailer, and then loose would have been the (2) trunnion spring bars with the cams bolted to the ends.
 
When I picked up my 63 Overlander, it also had the Reese dual cam sway control  bolted to the tongue, but was missing (1) trunnion spring bar with cam. The other bar was there. This particular bar is not the current one being sold by Reese but was available on special order. The lowest quote I received was about $180 plus shipping.
 
Then I contacted AZ RV Salvage in Phoenix. I sent them a picture and the part #s that Reese had supplied me. One week and $110 later I had a perfectly fine, used trunnion spring bar with cam attached that matched my other one.
 
I do not know if you can mix the Draw tite bars with the Reese cams, but I would be hesitant.
