Rick. You answered your own question. Silicone will not permanently stay put. 
Vulkem 616, if properly applied, will. However, once silicone has been used, 
and then falls off or you remove whats left of it, still leaves a silicone 
base that you cannot see. If you put vulkem on top of that, it will not 
properly adhere. Therefore, ALL the silicone must be removed, even if you 
have to sand into the metal.
Most hardware store remedies, don't work on the exterior of an Airstream. 
BUT, they are cheap. The next owner of the coach is the one that pays the 
financial penalty, to repair it, as it should have been done in the first 
place.
You are just one of many, who have witnessed and justified the NON USE OF 
SILICONE SEALERS, on the exterior of any Airstream product.   Andy
